OPINION of the French Agency for Environmental and Occupational Health Safety Concerning the assessment of health risks from artificial bathing waters

Zusammenfassung

The use of waters for recreational purposes is developing rapidly through an increase in the number of sites for recreational bathing and the practise of water sports, the health risk management of which requires particular attention. In Europe, the legal framework to control the quality of bathing waters relies on European Directive 2006/7/EC1 , transposed into French law in the "Code de la santé publique" (French Public Health Code) in September 2008. This is designed to lead by 2015 to the gradual development of the current methods of managing bathing water quality and to broader public information provision. These regulations do not apply to the following categories of bathing waters: swimming and thermal spa pools; confined waters that are treated or used for therapeutic purposes; artificial confined waters separated from surface and underground waters. Now it has been observed over the last ten years that in order to meet public expectations, there has been a development of recreational bathing sites in confined waters for which no ad hoc regulation exists. It therefore seems necessary to accompany their development in order to manage the possible health risks involved.
